Steve enjoyed the playful wrestling they did in his apartment, something he and Bucky had not done too much when they were kids due to concerns for his health. And then they were both adults in a war with no time or inclination for what usually would be considered 'childish'. Now it was something fun and easy and he liked seeing Bucky enjoy himself, relaxed in what they considered a safe place. The tower was safe enough physically, but Steve was also well aware that JARVIS watched over everything. He'd never hear the end of it if Tony found out about naked wrestling matches in bed. Even if there was no actual sex going on and one of them still had pants on. Especially if there was no sex going on.

Still there was very little he could say no to Bucky. Without any further words he tried to break free with his hands. At the same time twisted his hips to to one side, hooking one ankle over one of Bucky's legs in the same direction, trying to get Bucky to lose his balance on top of him.
