There weren't many that could take him on in a one on one head-on fight. Thor definitely could. Tony too, in his suit though Tony wasn't much for hand to hand fighting. Natasha could if she had the element of surprise. And of course there was Bucky. They always had an audience every time they sparred in the gym, even if said audience had to watch through cameras instead of ringside as per Steve's request.

Steve had been aiming to use the blanket as a start of a bear hug before pulling Bucky down and against his chest. That plan got interrupted when the blanket ripped instead he winced as the punch grazed his shoulder. He tried for the bear hug anyway even with only remains of the blanket in his hands.
