In part he understands Tony's possessiveness over his technology, especially given what he's heard about people doing to/with the tech in question. Steve also fairly sure that Tony will deny all attempts at repaying the arm because just the chance to design and built it was payment enough. Bruce will also do the same for somewhat different reasons. "You don't have to convince me of anything...I'm happy to fiddle with it. And Tony may grip about my attempts at breaking it but he likes a challenge."
