Bucky seemed to like skin to skin contact so much and Steve (to the consternation of some) found it difficult to say no to Bucky, especially when it was a harmless thing. It wasn't like they were having sex so much that they were ignoring everything else, Bucky seemed happy to find new private places to make out at the risk of being found out, or just sneak into the shower with him and so Steve was happy too. And when they did have sex, Steve was always careful to ask that Bucky was good and comfortable with it and it was not just his own desire pushing everything along.
