These humans were stubborn. Most, Steve thought, would have run away already, or threw stuff back. These ones dodged and covered their faces, but didn't run. At least there was no incoming attack yet, though by the warning hiss he heard from the other mer still drying himself off, it would be soon. Even humans wouldn't stand around just discussing things forever while under attack.
In the meantime, he kept up the pattern of projectile, then duck and move to a new spot, then another projectile. There were plenty of sharp and dangerous things to throw and he was careful not to pop up out of the water in any discernible pattern. At least to Steve. All he he hoped right now to buy another time until the other mer dried off enough to get his legs. Or even lure a few humans into the water directly where he had the advantage.
